         Hankelepingu esemeks on ostuarvete digiteerimise ja internetipõhisesse elektroonilisse menetlemise keskkonda edastamise ning selles keskkonnas ostuarvete menetlemise teenus. Hangitav elektroonilise menetlemise keskkond peab võimaldama ostuarvetele elektroonilist konteerimisinfo (kontode ja kontolaiendite) lisamist ja ostuarvete elektroonilist kinnitamist. Lisaks peab lahendus olema integreeritud majandustarkvaraga SAP, kuhu saadetakse edasi kinnitatud konteerimisinfot sisaldavad raamatupidamisekanded. Lahendus peab võimaldama arvete ning arvetega seotud menetlusinfo elektroonilist arhiveerimist.

         Menetluskeskkond peab võimaldama importida ja eksportida arveid vastavalt Eesti Pangaliidu e-arve standardi versioonile 1.2. Koos e-arve standardile vastava arvega peab liikuma kaasa kogu menetlusringi jooksul ka sama arve (algne) versioon pdf-vormingus (Portable Data Format) failina.

         Täna kasutab ostuarvete menetlemise teenust 174 riigiasutust, digitaliseeritavate ostuarvete arv kuus on umbes 24 000 ja e-arveid on 14 % kõigist arvetest.
